Full Job Description

MIS 2000 is looking for an experienced DBA with Oracle background for a contract to work with the State of Nevada Dept. of Public Safety in Carson City. It is anticipated to be a long term contract and will require working in Carson City for the duration. This is a fairly short fuse requirement so please email your resumes asap with your rate expectations as the closeout for submission is next Tuesday the 8th of April.
EXPERIENCE AND SKILLS REQUIRED

9.1 Successful experience as a lead Database Administrator (DBA) on a large implementation project;

9.2 Experience with Oracle Database Administration in a 9i and 10g environment;

9.3 Minimum of five (5) to seven (7) years of DBA experience with Oracle in development and production environments, as well as Microsoft Windows and networking;

9.4 Demonstrated ability in the following Oracle Database Administration duties:

9.4.1 Physical design and implementation;

9.4.2 Database configuration;

9.4.3 Back-up and recovery;

9.4.4 Performance tuning, including Oracle server tuning and application tuning;

9.4.5 Data Modeling; and

9.4.6 PL/SQL.

9.5 Strong diagnostic, problem solving and communication skills;

9.6 Demonstrated ability with database deployment;

9.7 Experience with Oracle Real Application Clustering (RAC);

9.8 Stability and maturity in addition to detail-oriented technical expertise; and

9.9 Consultant must have the capability to perform the functions described in Section 15, Scope of Work.

10. EXPERIENCE AND SKILLS DESIRED

10.1 Prior experience with law enforcement systems and knowledge of NCJIS security policy;

10.2 Experience in a data warehousing environment;

10.3 Experience with SQL Server 2005; and

10.4 Training and certification on Oracle 10g Administration, Oracle Enterprise Manager 10g Grid Control and Oracle 10g Real Application Clusters.

11. PROJECT SPECIFIC SKILLS REQUIRED

11.1 Experience in creating work breakdown structures;

11.2 Experience in closely monitoring deadlines, exacting requirements, communicating effectively with people with diverse skill sets; and

11.3 Excellent communications skills and diplomacy are a must.

12. PROJECT SPECIFIC SKILLS DESIRED

12.1 Project management experience is desirable.

13. STATE PROVIDED ITEMS

13.1 Work space (desk, office equipment);
13.2 Computer;
13.3 Access to necessary software programs; and
13.4 Access to State staff as needed by pre-determined schedules.

14. PROJECT BACKGROUND

The Department of Public Safety (DPS) has been approved to migrate off of mainframe technology to a client server model. Currently DPS has two (2) EMC SAN’s that will be replaced with new technology. The Database Administrator’s role in this project will be to upgrade and migrate to the new EMC SAN environments. The datacenters are located in Carson City and Las Vegas, Nevada. The new environments will be upgraded from Oracle 9i to Oracle 10g. DPS will be moving to an Oracle RAC environment with their new environment.

15. SCOPE OF WORK

Tasks and activities to be performed by the consultant include, but are not limited to the following. Consultant will complete all tasks and activities within the agreed upon schedule.

15.1 Create, manage, and maintain Oracle database environment;

15.2 Ensure that problem reports are resolved in a timely manner, tracked appropriately and escalated when required;

15.3 Monitor database statistics and write recommendations based on metrics;

15.4 Assist developers with database deployment, ensuring that changes moved to production follow standards established for system integrity and security;

15.5 Devise, implement and verify database backup and disaster recovery strategies;

15.6 Advise on Oracle best practices for development and production environments, analyze query plans, monitor production database performance, troubleshoot bottlenecks and continually improve production processes;

15.7 Oversee and guide migration from existing 9i2 to 10g environment on new servers, utilizing RAC and implement DR strategy;

15.8 Install and configure the development, training, testing and QA environment in Las Vegas, Nevada;

15.9 Document existing database configurations;

15.10 Document existing application/database connection configurations;

15.11 Develop plan to migrate application/database connections;

15.12 Implement migration tasks;

15.13 Define configurations for new Oracle Servers;

15.14 Define configurations for new SQL Server servers;

15.15 Work with applications to develop test plan to test database upgrades;

15.16 Configure database storage pool – Carson City;

15.17 Create and implement Database Replication Tasks;

15.18 Create and implement Reporting Snapshot Tasks; and

15.19 Fully document the Oracle Database builds utilizing best practices.



16. DELIVERABLES

Consultant will be responsible for the following:

16.1 Written documentation for the existing database configurations;

16.2 Written documentation for the existing application/database connection configurations;

16.3 Development of and written documentation for the plan to migrate application/database connections;

16.4 Update of the application database connections configurations;

16.5 Written documentation on the Oracle Database builds;

16.6 Development and written documentation of the test plan; and

16.7 Bi-weekly status reports to include, but not be limited to:

16.7.1 Overall completion status of the project in terms of the approved project plan and schedule;

16.7.2 Problems that were encountered and proposed/actual resolutions;

16.7.3 Issues that need to be addressed;

16.7.4 Accomplishments during the period; and

16.7.5 Activities to be accomplished during the next reporting period.
